I have a name tattoo on my left shoulder blade that I would like to remove or cover up.  If I get flesh tone pounded into it, will it lighten up?

Pounding flesh tones or white into an existing tattoo will most definitely lighten it up.  My tattoo artist uses this process when performing large cover ups with excellent results.  Several sessions may be required to lighten the tattoo adequately.

Yep, that's one option.  Another is to use tattoo removal cream for a while before you get your cover up tattoo.

My tattooist uses this process when doing large protect ups with fantastic results.  Several classes may be needed to reduce the body art effectively.

Yes, using white ink or more skin color colors will lighten it up. I don't know if I would go with removal cream though as I hear it is not very effective, but I personally have not used it. I have heard that you can get the same results by getting some exfoliating type products and scrubbing your tattoo down.

If you want other options to help lighten up your tattoo, you can also get some laser removal to help fade it before you go in to cover it up.
